Background of the project

Despite the global commitment to end hunger, food insecurity and malnutrition by 2030, the world is still off track in achieving Sustainable Development Goal (SDG) number 2 that aims to “End hunger, achieve food security and improved nutrition and promote sustainable agriculture”. Some of the threats to progress include climate variability, conflicts, the COVID 19 pandemic, pest and disease outbreaks and global economic slowdowns. Urban dwellers are affected by profound inequalities stemming from differences between socioeconomic groups, ethnicity, migratory status, location of residence (informal or formal settlements), city size, and a host of other factors. In Nairobi, 60% of the population lives in informal settlements that are deprived of basic amenities and whose inhabitants experience high proportions of inequalities. Food is primarily obtained from purchase and consequently a stable income is vital for food access. The livelihoods and food security of the urban poor heavily depend on informal-sector employment, on formal and informal safety nets, and on coping mechanisms to deal with income or food price shocks. It is in areas like these that SDG 11 focusing on making cities and human settlements inclusive, safe, resilient, and sustainable, hopes to concentrate on to ensure the one billion slum dwellers in the world are not left behind. Achievement of this and other SGD goals requires the collective efforts of stakeholders both globally and at the grassroot levels.

In a bid to contribute to the concerted efforts required to address food insecurity in urban areas, Oxfam and SecondMuse came together for the Urban Food Hives (UFH) Initiative that addresses the systemic, economic, gender, and climate related inequalities and challenges in global food systems. Urban Food Hives are models of how communities, civil society, entrepreneurs, and governments come together to build regenerative, equitable, and nourishing local food systems of the future. Communities and visionaries build food futures that meet the needs of all people, while also prioritizing planetary boundaries focusing on three inter-related pillars namely; Urban food production and entrepreneurship, Policy and advocacy and Consumer behavior change.

For Oxfam in Kenya, the vision of the food hives is “To have a transformative, inclusive and sustainable food system, where women and youth are represented, have access to equal opportunities across the food systems value chains, earn a decent living and households in the informal settlements of Nairobi have sustained access to affordable and sufficient nutritious foods. The project focuses on urban informal settlements communities in Nairobi with a key focus on women and youth. It seeks to:

  • Strengthen national and county food systems policies, legislation, and institutional frameworks
  • Build capacity of women and youth led social enterprises to increase collective capacity in entrepreneurship within food systems value chain.
  • Improve food production and diversification through climate resilient practices.
  • Increase consumption of healthy nutritious diets

Oxfam in Kenya’s Urban Food Hives Project is currently in its pilot phase. Ongoing activities under the pilot include a policy piece focusing on supporting the implementation of the Nairobi City County Food system strategy, through its inclusion and budgeting in the five-year County Integrated Development Plan (CIDP) and a second to improve youth and women led social enterprises through the establishment of youth hubs as an entry point for social enterprise development within the food system value chain.

Overview of the work

Oxfam is looking for a consultant to help document the pilot phase of the Urban Food Hives project and provide a compelling proof of concept for the viability of the project. This will be done by capturing the project through videos, photographs and a case study showcasing the projects pilot and highlighting the projects vision and future aspirations.

Scope of work

Under the supervision of Oxfam, the consultant will be required to document the pilot through a documentary, video clips, a case study and stills. The documentary will specifically cover a group of youth in Korogocho market, prior identified by Oxfam, carrying out businesses within the food value chain. It will cover aspects along food production using space saving technologies, value addition, food recovery and waste management. Reference will also be made to the policy work and relevant past initiatives done jointly within Nairobi County. The main audience of the products are potential donors and strategic partners. It will primarily be used to showcase the project activities to potential donors as a means of proving the viability of the project concept and its potential for impact if implemented to scale. To potential strategic partners, the documentary should be able to present opportunities for collaboration. Both potential donors and strategic partners should be able to visualize the possibilities presented by a wider scope of the project and their involvement.

Deliverables

The consultant will provide:

  1. A 4-minute-long documentary (with subtitles) exported in Full HD (1920×1080px), high-bitrate (15-20Mbps) video files encoded using H264 compression in MP4 format with square pixels, fixed frame rate, progressive scan, and stereo AAC audio compression at 128kbps.
  2. At least two short (1-2 minutes) videos of project beneficiaries in the main documentary, full with b-roll and Oxfam and partners’ brands (these are meant for our twitter platform).
  3. A case study capturing the pilot highlighting different themes e.g., environmental conservation, job creation, income, or products for low-income groups, with a focus on women and youth through their core business.
  4. At least 30 high-quality photographs/stills on the same subject matter described in the “scope of work” section above. All photos must be captioned and delivered in a Hi-Res format e.g. (Tiff or a RAW equivalent of at least 10Mbs per photo) and not JPEGs, and fulfil the following additional usability criteria:
    1. Photographed from a variety of angles (e.g., wide, and medium shots, close up portraits and extreme close ups.
    2. Properly filled consent forms for ALL photography subjects, including separate forms for children (if any) signed and consented to by a parent or guardian.
    3. All products as developed and packaged shall remain full property of Oxfam with no transferred ownership or use by any entity whatsoever without prior written permission.

All above products must be accompanied by properly filled consent forms for ALL subjects.

Assignment Duration & Schedule

The likely start date for the consultancy is 13th February 2023. The producer will complete all deliverables by 10th March 2023.

Tax and VAT arrangements

Oxfam in Kenya will deduct a 5% withholding tax from the consultancy fees which will be in conformity with the prevailing government rates and submit the same to the Government of Kenya. The consultant will be entitled to a copy of the tax submission certificate on request.
