Job Title: Manager, Emergency Response and Disaster Risk Reduction (DRR)

Reports to: Livelihoods Coordinator

Job Location: Nairobi with frequent travel to Concern Programmes field locations (Candidates must be legally entitled to work in Kenya at the time of application – National Position)

Contract Details: Fixed Term , One(1) Year Contract, renewable subject to availability of funds.

Job Summary:

The incumbent will support emergency responses and DRR through implementation, coordination, planning, and reporting on all emergency response and DRR projects in close consultation with the line manager. Specifically, the manager will facilitate inter programmes and inter departmental coordination, external emergency and DRR coordination, supporting program implementation and compiling reports. The Manager, Emergency Response and DRR will monitor, analyse and report on information related to emergencies, early warning and early action related to national and county specific emergencies.

Main Duties and Responsibilities

  • Acts as the Concern Kenya emergency response and Disaster Risk Reduction focal point.
  • Regular monitoring of humanitarian situations and developments in the country and regional situations with a potential spill-over effect to the region; and sharing a report to inform decision-making.
  • Effective follow up and collection of available data regarding the evolving emergency and its implications on the food and nutrition security.
  • Undertakes support field staff support to ensure the emergency response is in-line with the core humanitarian standards and other relevant standards such as SPHERE.
  • Participate in emergency coordination meetings by developing briefing notes, note taking, keeping action trackers and regular dissemination and follow up of recommendations.
  • Participates in the review and quality assurance of various humanitarian documents.
  • In the event of an emergency, promptly assists in implementing the initial operational tasks relating to emergency assistance.
  • Assists the Kenya program to assess local emergency and security situation.
  • Participates in reviewing, implementing and monitoring the emergency preparedness and response plan as necessary.
  • Collects and analyses lessons learnt from Concern’s emergency operations experience and contributes towards adoption of the best practices and standards for longer-term emergency interventions.
  • Focus and engage in advocacy initiatives, together with like-minded partners to give disaster risk reduction precedence by the governments and other relevant agencies
  • Support in the business development of the organization through strategy, research, and resource mobilization

Person Specification

Minimum Education, Qualifications & Experience Required:

  • Bachelor’s degree in development studies, disaster management, social sciences or relevant disciplines.
  • 5 years’ relevant work experience in program coordination and management, with focus on project development, planning, implementation, monitoring, and evaluation.
  • At least two (2) years team and budget management experience.
  • Practical experience working in the ASAL region of Kenya, especially with humanitarian agencies
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners and donors, including grassroots community members, religious and youth organizations, and authorities at different levels.
  • Proven experience of networking with other actors and donors.
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
  • Strong skills in various thematic areas like food security, WASH, disaster management, livelihoods, and Cash transfers programming.
  • Field experience in a humanitarian operation also highly desirable.
  • Strong experience in organizational business development, especially resource mobilization
  • Experience and knowledge of the Emergency Preparedness Response Plans development process
  • Experience working with national and local NGOs for emergency preparedness or Humanitarian response

Preference will be given to candidates who have:

  • Flexibility to go to be deployed to field locations (Kenya) on short notice.
  • Previous training on humanitarian response principles and security awareness.
  • High integrity and demonstrated ability to follow standards and policies.
  • Ability to work in a systematic and organized manner
