Purpose of the role:
LG Kenya seeks to recruit a Senior Manager, National Scale Up who will oversee the scoping and scaling into new implementation support sites, lead and support advocacy and relations on strategic County engagements at MOH & Council of Governors towards adoption & scaling of e-CHIS/ DESC to increase demand and coverage of digitization and digital tools and drive impact within the community health space. The incumbent will support the operationalization of the Living Goods strategy of health systems strengthening at National and sub-national levels and serve as the connector to the National Core Community & Health Informatics teams, County Health Management Teams & Partners.
Key Responsibilities:
- Lead effective execution of Country Implementation Support strategy & scaling – scoping, negotiations, validation of the enabling environment, contracting, defining resourcing requirements, and investments to support scaling.
- Refine framework for Implementation support to Partners & Governments to inform County roadmap and broader LG new Country blueprint.
- Map, cultivate, and manage relations at strategic TWGs and technical teams within MOH and strategic/influential partners.
- Spearhead the cost validation and resource mobilization initiatives at the Country level (including unlocking of government financing) – Bills, operationalization of CHS acts, budgeting, etc.
- Support County governments with resource mobilization – e.g., proposal responses in coordination with Business Development (BD) teams.
- Provide strategic support to the Health Financing team on key health financing initiatives including alternative financing mechanisms for community health systems, budgeting/work planning support, and government contracting.
- Provide strategic technical input in relevant policy formulation & resource mobilization at the National and county level.
- Provide strategic support in partnership with Government, donors, and implementing partners at the National & County level.
- Build strong partnerships with public officials, policymakers, and other implementing partners to determine the best ways that Living Goods sustains our relationships with National Government.
- Drive community health systems strengthening and collaboratively manage projects from end to end.
- Coordinate National e-CHIS frameworks with the Ministry of Health & Advocate/ Champion the e-CHIS agenda at the National & county levels.
- Serve as the connector to the National Core Community & Health Informatics teams & partners.
- Lead demand and coverage of digitization and digital tools to drive impact within the community health space.
- Drive community health systems strengthening and collaboratively manage projects from end to end.
- Coaching and mentorship of government teams on performance management (DESC).
- Lead the use of digital tools to drive health programming with a focus on the usage of data to identify opportunities for improvement of health impact.
- Drive the utilization of the M&E Framework to measure performance and impact.
- Develop and implement project plans with the involvement of all relevant stakeholders.
- Outline objectives, expectations, plans, resource requirements, and budgets and coordinate resources with LG and partners/stakeholders.
- Offer technical support in the development of strategic and operational plans at the national level.
- Strengthen awareness of LG work at National and County levels through strategic advocacy and BCC efforts.
- To supervise, coach & mentor the county and sub-county rollout teams.
- Make a case for prioritization of community health amongst donors, national governments, and partners.
- Guide, manage, coach & support the career development of the scale-up team members.
Qualifications and Experience Required:
Academic Qualifications
- BSc in health, social sciences, Information Technology, or related field.
Work Experience
- Minimum of 10 years experience working in public health programs or research.
- Experience in end-to-end programming, working with Government, co-design, health financing, policy change/ advocacy as well as working directly or indirectly with bilateral/multilateral projects.
Competencies/Attributes:
